AUDIT OF ENVIRONMENTAL AND SOCIAL PERFORMANCE OF MAJOR INFRASTRUCTURE PROJECTS

Some clients require independent audits of compliance with environmental management plans, project deeds, international safeguards principles and related guidance for contemporary environmental and social performance.

Mimram has gained much experience in doing this within the large infrastructure sector in Australia (oil and gas, transport) and South-East Asia (hydropower and roads). This work is done through site visits and interviews with regulators, operations managers and members of the local community affected by operations on the ground. Reports are prepared for the client against approved management plans and licences for the operations under audit.

Mimram conducts in-depth examination of documents and on-site management practices of business operations that have high environmental, social, regulatory and political exposures. This is sometimes done in tandem with financial and regulatory examinations done by others.

Such operations range from the construction of very-large infrastructure projects as hydroelectricity power schemes and major roads to small-scale environmental technology operations handling hazardous wastes and resource recovery.

These examinations involve detailed planning and research, followed by site visits and management interviews, resulting in a confidential report to the client.

Our clients range from international banks to private investment entities who are concerned to identify certain types of risks and business opportunities in transacting non-recourse loans and direct equity investments.

Mimram is the private consulting practice of Alan Sann and was established in 2004. The firm specialises in three niche segments of environmental planning and development:

due diligence of environmental business operations and transactions;

audit of environmental and social performance of major infrastructure projects; and

planning for sustainability for large-scale, controversial, infrastructure projects

Mimram generally works for project financiers, investors and owner-operators of commercial ventures and projects in which there are embedded complex technical, environmental, social and regulatory issues. The four most recent engagements illustrate the type of work Mimram undertakes.

In late 2004 Mimram was appointed by the ConnectEast Group, Melbourne, as its consulting Environmental Management Representative reporting to the Chief Executive until mid-2010. This part-time position fulfils requirements under the State Deed for the recently-completed $3.2 billion EastLink, a PPP-funded tollway linking Mitcham to Frankston east of Melbourne.

In 2006 Mimram was engaged by the Managing Director of Babcock & Brown Capital to examine the risks and opportunities associated with a number of investments.

Mimram is currently assisting a group of private Melbourne-based investors with research into various environmental technologies and businesses.
